The present invention relates to a polyamide-imide resin; menstruum; silica; diluent; and an additive, wherein the diluent is a cyclic ketone, and the additive includes a tin-based catalyst and a silane compound. More particularly, the present invention relates to a varnish having anti-surge properties by improving silica dispersibility and a winding manufactured using the same.
