The present disclosure relates to a 5G or pre-5G communication system to be provided for supporting a higher data rate after a 4G communication system such as LTE. According to an embodiment of the present disclosure, there is provided a method for relocating a data session anchor of a terminal in a session management function apparatus of a wireless communication system, the method comprising: receiving a packet data unit (PDU) session update request based on movement of the terminal from the AMF; determining relocation of the data session anchor of the terminal based on service and session continuity (SSC) mode information and policy and charging control rules obtained in advance for the terminal; and changing the session anchor of the terminal when relocation of the data session anchor of the terminal is possible.
