The present invention relates to the field of steel smelting technology and provides an ultra-low carbon ultra-low flow steel smelting process. This includes molten iron ladle injection → molten iron pretreatment → converter smelting → RH furnace vacuum → LF furnace refining → continuous casting production steps. Here, LF furnace refining includes carbon control with LF, deep desulfurization with LF and inclusion removal with LF. The process meets the performance requirements of acid-resistant pipelines by reducing the carbonization of steel grades in the LF furnace smelting process and stably lowering the sulfur content in molten steel. In the smelting process of the ultra-low carbon ultra-low flow steel, the C and S component control is stable, the non-metallic inclusions are effectively controlled, the slab internal quality is good, and the steel plate flaw detection pass rate is controlled to 99.5% or more, which fully meets the production requirements.
