Reduces interference, latency; connection stability; efficiency; and adaptively learning qualitative and quantitative network/user behavior in such a way as to improve overall wireless performance; estimate or predict network performance; and average dimensional consistency of the wireless network of probability distributions (in time, space, and frequency) of channel gains to guide locally implemented radio resource management (RRM) decisions of wireless multi-user transmissions; Ergodic Spectrum Management (ESM) systems and methods are presented that exploit the presence of the same statistical consistency (“ergodicity”) and correlations. ESM also improves end-user quality of experience (QoE) by allowing users/devices to move across bands and regions as they roam. The remote-cloud-based resource management implementation of ESM''s Learn-ed Resource Managers (LRMs) eliminates the need for heavy edge-computing close to wireless cells.
