Provided in the embodiments of the present disclosure is a method for sending a paging message, which is applied within a first base station connected to a first subscriber identification module (SIM) in a terminal. The method comprises: sending to a target base station a paging message of a second SIM in a radio resource control (RRC) inactive state within a paging terminal, wherein the target base station is a second base station adjacent to the first base station, or the target base station is a second base station and a base station adjacent to the second base station.
