Embodiments of the present disclosure achieve a system and method for managing communication in a Mission Critical data (MCData) communication system. The proposed method and system provide file distribution and data streaming in MCData communication system. The proposed method and system provide a functional model and mechanism for supporting mission-critical data services. The functional model supports file distribution and data streaming, and related procedures including one-to-one, one-to-many and group data communication. In addition, the proposed method and system provide a mechanism for optimizing radio resource usage and backhaul link usage in MCData communication system. The proposed method and system provide radio resource utilization of PC5 interface for MC service when a plurality of group members are under a relay node. In addition, the proposed method and system can be used to reduce the number of unicast transmissions between the MCData server and MCData UEs by local routing in the relay node.
