The panel data generation part is configured to: specify a fitting area of the cross rail based on the dimension information on the input door panel; based on the presence or absence of the reference cross rail and the height position information on the reference cross rail input in the input part, specify the fitting area of the cross rail as an object area in the case of absence of the reference cross rail, whereas specify a plurality of fitting areas obtained by dividing the fitting area of the cross rail by the reference cross rail as individual object areas in the case of presence of the reference cross rail; and determine the arranged height position of the cross rail in the fitting area by executing substantially equal division processing of dividing the object area by each specified object area in a height direction.
