The present invention discloses a user authentication system and method for authenticating access to an industrial control system. The user authentication system for authenticating access permission to the industrial control system according to an aspect of the present invention uses a smart card to which biometric technology is applied to access the industrial control system, so that the security of the system through more secure user authentication (stability) can be improved.
