To provide a target recognition device and a method for recognizing a target that can increase the rate of recognizing the type of a target.SOLUTION: One aspect of a target discrimination device 20 of the present invention includes: a signal processing unit 21 for acquiring a power spectrum for the rate of a target and the distance to the target on the basis of a reception signal obtained from a reflection wave reflected by the target of electric waves emitted to the target; a parameter acquisition unit 25c for acquiring a parameter that shows features of a distribution shape of the power spectrum; and a determination unit 25d for recognizing the type of the target on the basis of the parameter.SELECTED DRAWING: Figure 4
