An apparatus for applying electromagnetic radiation to an anterior surface of an iris of a human eye, comprising: an electromagnetic radiation generator; (a) an eye movement restriction that includes at least one of a suction ring and a gaze fixation target that can be attached to the eye, to limit eye movement during the procedure, or (b) a laser beam when eye movement is identified one or more of (a), (b), an eye movement identifier that identifies movement of the eye along at least one of the xy plane or the z axis during the procedure, so as to be moved, terminated, or stopped in response to the movement of the eye; ; and a computerized scanning system for applying a laser beam to at least 25% of the anterior surface of the iris; the electromagnetic radiation generator is configured to emit a laser beam that passes through the cornea, the laser beam converges anteriorly to the iris, delivers a first energy density to the iris, and when the fundus is accidentally exposed to the laser beam, the laser beam The beam diverges to the rear of the iris to deliver a second energy density to the fundus, wherein the first energy density is greater than the second energy density.
