The controller may include a monitor suitable for monitoring valid data ratios of a first area and a second area and a processor suitable for comparing a first valid data ratio of the first area to a first threshold value, comparing a second valid data ratio of the second area to a second threshold value, and reallocating a target reserved memory block, which is allocated to the second area, to the first area according to the two comparison results.
