To provide a method for surely improving hydrophilicity of a hydrophilic layer containing a zwitter ion polymer and an aqueous polyester resin, and a method for manufacturing a high hydrophilic structure using the method.SOLUTION: There are provided a hydrophilicity improvement method of a hydrophilic layer containing following (A) component and (B) component, and exposing the (B) component on at least a part of a surface thereof, including removing at least a part of the (B) component exposed on the surface of the hydrophilic layer, and a method for manufacturing a high hydrophilic structure using the method.
