The present invention relates to a computer and an operating system for international digital currency conversion management, and a method therefor. The present invention proposes a computer and an operating system for international digital currency conversion management, and an international digital currency operating method using same. The computer comprises: an IDC account creation means for creating an international digital currency account of an applicant who wants to open an account of an international digital currency commonly acceptable between countries, by allowing relevant persons including the applicant's acquaintances to participate in making decisions for the applicant authentication; an IDC conversion management means for receiving an application for conversion of a particular currency into the international digital currency from the international digital currency account, selecting a predetermined number of participants of at least two or more countries, and converging decisions made by the participants on whether to approve the conversion application, so as to perform a conversion into the international digital currency; and an IDC management means for storing, in a distributive manner, international digital currency conversion approval history information in data storage spaces of a person who applied for a conversion into the international digital currency and the participants who performs approval of the conversion application and managing same.
