Disclosed are an NFVO having a VNF license management function and a NFV license management method using the same. The NFVO capable of managing the license of the VNF includes a license management function unit for requesting and replying the license key of the VNF to the license manager of the VNF vendor, setting the license key in the VNF, and checking or verifying the license status of the VNF; and a license management database for storing the license state of the VNF. Accordingly, VNF license information can be managed in a unified way for different VNF license information of various vendors, license usage can be mutually verified between VNF vendors and NFVO, and telecommunications companies can create NFV technology-based networks from time to time. /Reliable charging is possible for VNFs that can be deleted.
