PROBLEM TO BE SOLVED: To avoid danger of an operator and reduce labor burden by exerting various effects such as maintaining an opening amount and stably holding a sandbag, which is small and lightweight and easy to carry and store. It is an object of the present invention to provide a small sandbag manufacturing apparatus that enables it. SOLUTION: The small sandbag manufacturing apparatus according to the present invention is an apparatus for manufacturing sandbags, and is formed in a rectangular frame-shaped base and a substantially convex shape which stands up and is arranged on the upper part of the base. It is composed of a set of arms, a rotation mechanism that rotatably supports the base and the arms, and the rotation mechanism includes a rotation position regulating stopper that regulates the rotation position of the arms.
