An embodiment of the present invention provides the steps of: allocating a communication channel to each node based on an ID (Identification) of a parent node corresponding to each node; determining a time slot allocation priority within a quota for each node based on a data traffic volume corresponding to each node; and allocating a time slot for each quota to each node according to the determined time slot allocation priority.
