The group of inventions relates to technology for cleaning up accidents, for preventing explosions or outbreaks of fire and reducing fire intensity and extinguishing fires, when cleaning up the consequences of accidental and technological spills of liquefied natural gas or liquefied petroleum gas, and can be used in the energy industry, in transportation and in the gas production, gas processing and chemical industries. A method for preventing fires and explosions and extinguishing a fire includes supplying a hybrid water/air foam produced as a result of turbulent mixing during the co-flowing movement of jets of a low-expansion mechanical (air) foam and a medium-expansion mechanical (air) foam by means of a device configured to produce and supply to a fire and explosion prevention or fire extinguishing zone at least one jet of a hybrid water/air foam produced as a result of turbulent mixing during the co-flowing movement of jets of a low-expansion mechanical (air) foam and a medium-expansion mechanical (air) foam.
