To provide a composition and a method that can reduce a level of mercury, nitrogen oxides and/or sulfur oxides emitted to an atmosphere upon the combustion of a mercury-containing fuel such as the coal.SOLUTION: The method comprises burning refined coal in a furnace, wherein the refined coal contains a mixture of sub-bituminous coal or lignite, a bromine compound and a powder adsorbent, and the powder adsorbent contains calcium, silica and alumina, and contains NaO of less than 1 wt% and KO of less than 1 wt% based on a weight of the powder adsorbent.SELECTED DRAWING: None
