A system and method for improving the cooling performance of a battery pack are provided. In the present invention for solving the above problems, a cooling system and method using a thermoelectric element capable of increasing cooling efficiency and converting thermal energy into electrical energy by using a phase change material as a coolant are proposed. The cooling method according to the present invention maintains the temperature of the battery cell by using a phase change material as a cooling fluid roll, and when the battery cell is heated above a preset temperature, the fan is operated with the power produced by the thermoelectric power of the thermoelectric element. It is possible to maintain a constant temperature of the battery cell.
