The resource scheduling method comprises: sending downlink control information (DCI), wherein the DCI is used for scheduling physical shared channels of at least two terminals, or the DCI is used for activating downlink semi-persistent scheduling or uplink configured grants of the at least two terminals, such that signaling overheads of a control channel of a network side can be effectively reduced.
