The present invention relates to a multi-sensor and a road condition determination method for measuring the temperature and humidity of a road and determining whether fog or icing occurs on the road using the measured results, and a smart road condition notification system to which the same is applied will be. The multi-sensor installed on the road according to an embodiment of the present invention is one or more sensors for measuring the temperature and humidity of the road, and determines whether fog occurs on the road based on the results measured from the sensors, and whether or not the road is icing. It includes a control unit for predicting, a communication unit for transmitting the determined result and the predicted result from the control unit, and a solar panel for supplying power to the multi-sensor.
