A method for mitigating the effects of localized jamming attacks on secure tactical wireless networks implements a dynamic relay allocation (DRA) approach whereby nodes are relayed to "adverse" nodes under attack. Assigned dynamically to communications, relay nodes are selected based on their communication reliability and proximity to disadvantaged nodes. In embodiments, the nodes share performance statistics with each other, and in embodiments, the measured local noise levels. In various embodiments, each node provides data to a "strategy optimizer", which dynamically makes relay assignments. In the embodiment of link 16, support for "DRA" relay mode is added and the communication protocol is extended to support the required exchange of communication quality and local noise information via PPLI messages.
