A method and apparatus for performing transform and inverse transform on a current block using a multiple transform core kernel during video encoding and decoding are proposed. In order to solve the technical problem, a video decoding method proposed by the present disclosure includes: obtaining, from a bitstream, multi-core transformation information indicating whether to use multi-core transformation kernels according to a size of a current block; when multi-core conversion kernels are used according to the multi-core conversion information, obtaining horizontal conversion kernel information and vertical conversion kernel information from a bitstream; determining a horizontal transformation kernel of the current block according to the horizontal transformation kernel information; determining a vertical transformation kernel of the current block according to vertical transformation kernel information; and performing an inverse transform on the current block using the horizontal transform kernel and the vertical transform kernel.
