Provided are a meal content proposal device, a meal content proposal method, and a meal content proposal terminal for proposing a meal menu on the basis of the nutritional status of a user.　The meal content proposal device according to the present invention comprises: an acquisition unit that acquires purchased food information of a user and attribute information of the user; a reference setting unit that sets a reference intake of nutrients for the user from the attribute information of the user and a reference intake of nutrients for each attribute; an estimation unit that acquires an estimated intake of nutrients by the user from the purchased food information, and estimates an excess or insufficient nutrient from the reference intake for the user and the estimated intake; a correction calculation unit that calculates a correction to nutrients on the basis of the excess or insufficient nutrient; a target calculation unit that calculates a target intake of nutrients for the user from the reference intake for the user and the correction; a meal menu extraction unit that extracts a meal menu having nutrient information that satisfies the target intake; and an output unit that outputs the meal menu.
