The present invention has a leaf-stacked porous structure on its surface based on the diameter of the fiber and a depth of 1 to 50% from the surface, and each fibers having a non-porous structure are stacked in a lattice form from the depth to the center. A porous polymer artificial scaffold using 3D printing, a manufacturing method thereof, and a 3D printing porous scaffold in which cells and physiologically active factors are mounted on the porous polymer scaffold using 3D printing having the fallen leaf laminate structure. According to the present invention, the surface of the porous polymer artificial scaffold using 3D printing having a fallen leaf laminate structure can serve as a cell carrier due to the easy cell attachment due to the structure in which cells are easy to adhere. It is possible to load bioactive factors without treatment and to release the loaded bioactive factors in a sustained-release form. The porous 3D printing artificial scaffold of the fallen leaf laminate structure can serve as a cell carrier, and the physiologically active factors mounted on the scaffold are released in a sustained release form, thereby promoting the differentiation and regeneration of cells in the damaged area.
