To provide a three-dimensional flight plan creation method and a flying body guidance system.SOLUTION: In a flying body guidance system having: a flight device 2 of a remote controllable type which is loaded with a measurement device 7, a position measurement device 3; a ground base 4 which controls a flying body; and a controller, the flight body includes a retroreflection body 9, the position measurement device has: a non-prism measurement function of performing non-prism position and angle measurement; and a prism measurement function of performing distance and angle measurement on the retroreflection body, the controller has a flight range set within a plane based on map information, drawings, or an image including a measured object, creates a schematic flight plan with a two-dimensional schematic flight route set on the image acquired by the position measurement device, performs non-prism measurement on the schematic flight route, calculates a detailed three-dimensional flight route, also creates a detailed flight plan including the detailed flight route, and controls, based on the detailed flight plan and results of the prism measurement, a flying object so as to maintain a space between the flight device and the surface of the measured object constant.SELECTED DRAWING: Figure 1
