The purpose of the present invention is to provide: a coating material composition for polymer films which has excellent storage stability and with which a modified film having a coating film excellent in terms of dew flowing property and scratch resistance can be efficiently produced by application to a polymer film; the modified film; and a method for producing the modified film. The coating material composition according to the present invention is for application to surfaces of polymer films, and is characterized by comprising an inorganic sol and a compound represented by general formula (1).　General formula (1): CH2=CH-CH2-O-(R1O)s-H (In the formula, R1 is an alkylene group having two or three carbon atoms and s is an integer of 5-300. The R1 moieties may be the same or different.)
