PROBLEM TO BE SOLVED: To provide a slag removing agent capable of removing slag without using a strong acid solution. SOLUTION: The slag removing agent removes slag from the surface of a metal material, and the slag removing agent contains a chelating agent, an organic acid reducing agent, a fluorine compound and a surfactant, and fluorine contained in the slag removing agent. The atomic weight is in the range of 1,800 to 7,000 mass ppm, and the surfactant is at least one selected from anionic surfactants and nonionic surfactants, and is included in the slag remover.
