PROBLEM TO BE SOLVED: To provide a more accurate technique based on a transient state for estimating a failure position of a power distribution system. When a failure event is identified, the system receives measurements, measured transient waveforms, and failure types that have associated instantaneous and valid values. The processor applies the empirical mode decomposition to the measured transient waveform to extract the main vibration mode and the associated derived waveform corresponding to the main vibration mode. Obtain a set of feature attributes by applying the Hilbert transform to the associated derived waveform. From this set, a subset of pre-failure time, failure occurrence time, and post-failure time is calculated and input to a trained neural network model for the failure type. The output of this model is the position parameter used to determine the failure interval, failure line segment, and failure location point by topology connectivity analysis of the UED system.
