This blending plan creation method includes: an intake step for taking in input data necessary for creation of a blending plan and constraint conditions including a characteristic constraint for after blending of a raw material, a stock constraint for each brand of raw material, and an operation constraint relating to an operation condition; a confirmed-plan constraint intake step for taking in an already confirmed plan as a confirmed plan constraint from among blending plans subject to planning; an optimization problem creation step for formulating an optimization problem on the basis of the input data, the constraint condition, the confirmed-plan constraint, and a pre-set evaluation function value; and an optimization step for solving the optimization problem.
