This mathematical model derivation device comprises: a coding unit which generates a plurality of degraded images after coding an original image, on the basis of a plurality of combinations of a plurality of coding parameters for codec settings; a quality estimation unit which calculates a quality estimation value of each of the plurality of degraded images; and a derivation unit which derives, on the basis of the plurality of combinations of the plurality of coding parameters and the quality estimation value, a coefficient of a mathematical model that outputs video quality by inputting the plurality of coding parameters, whereby it is possible to derive a mathematical model that can evaluate the quality according to the codec settings.
