[Problem] To provide fibrous cellulose having a high resin reinforcing effect, a high-strength fibrous cellulose composite resin, and a method for producing fibrous cellulose having a high resin reinforcing effect. [Solution] A fibrous cellulose which has an average fiber width of at least 0.1 μm, in which some or all of the hydroxyl groups are substituted with carbamate groups, in which the substitution rate of the carbamate groups is at least 1.0 mmol/g, and of which the average fiber length exceeds 0.10 mm. In addition, a fibrous cellulose composite resin containing said fibrous cellulose and a resin. Moreover, a method for producing fibrous cellulose comprising a step in which a cellulose raw material and at least one among urea and a urea derivative are subjected to a heat treatment and some or all of the hydroxyl groups in the cellulose raw material are substituted with carbamate groups, and a step in which the cellulose raw material is subjected to fiber separation until the average fiber width is in the range of at least 0.1 μm, the heat treatment being performed such that the substitution rate of the carbamate groups is at least 1.0 mmol/g, and the average fiber length of the cellulose raw material exceeds 0.10 mm.
