Provided is a method including obtaining a records population, assigning priority scores to the records population using a heuristic, where the records population includes a first record having a first health score and a second record having a second health score. Using the heuristic includes determining an elapsed time based on a first time value of the first record, determining a first priority score associated with the first record based on the elapsed time and the first health score, and determining a second priority score associated with the second record based on a second time value and the second health score. The method includes sorting the priority scores into a score sequence to determine a record sequence from the records population and obtaining a schedule based on an identifier, where the identifier is determined based on a record selected from the record sequence.
