Apparatus and method for controlling aerosol generation during absorption in ammonia desulfurization, for removing sulfur dioxide of flue gases with an absorption cycle liquid comprising ammonium sulfite, thereby removing aerosol formation during absorption in ammonia desulfurization. Efficient desulfurization and dust removal can be achieved by stepwise control of solution composition and control of reaction conditions. At the same time, ammonia leakage and aerosol generation during absorption can be controlled. The flue gas may be preliminarily cooled and purged, and may be sequentially contacted with the absorption circulating liquid and the fine particle cleaning circulating liquid. The solution compositions and levels of reaction temperatures can be controlled.
