There is provided a method, performed by a user equipment, comprising: receiving, from a network element of a radio access network, load information of the radio access network, and receiving, from an access network discovery and selection function server, at least one offloading related policy for offloading traffic to at least one wireless local access network, wherein the offloading related policy comprises: a plurality of inter-system routing policy flow distribution rules each having a policy validity condition that takes the load information of the radio access network into account, wherein at least one of the plurality of inter-system routing policy flow distribution rules defines different priorities for offloading traffic to the at least one wireless local access network dependent on the traffic type. The method further comprising using the policy validity conditions to select one of the plurality of inter-system routing policy flow distribution rules based on the received load information, and applying the offloading related policy in the user equipment if the policy validity condition is met.
