To provide a method and apparatus for encoding or decoding an image.SOLUTION: A method of encoding includes the steps of: determining a motion vector predictor for a current block based on a modified motion vector predictor candidate group and information about a motion vector predictor; and determining a motion vector for the current block based on the motion vector predictor and information about a motion vector difference. The modified motion vector predictor candidate group includes a primary motion vector predictor candidate based on motion vectors of neighboring blocks and a secondary motion vector predictor candidate based on motion vectors of blocks on a reference picture located at the current block, the neighboring blocks including blocks located to an upper right side, an upper right side and a lower left side of the current block. An image is split into a plurality of maximum coding units according to information about a size of a maximum coding unit. The maximum coding unit is hierarchically split into coding units of depths. The coding unit of the current depth is one of square units divided from coding units of an upper depth.SELECTED DRAWING: Figure 14
