Disclosed are a composite HDPE membrane-based prevention and control system for an emergency facility base, and a construction method. The system comprises: selection to a modular composite HDPE membrane-based prevention and control material: the composite HDPE membrane-based prevention and control material comprises two pieces of geotextile and one membrane which are compounded on site, and the two pieces of geotextile and one membrane refer to an enhanced HDPE geomembrane and widened geotextile; a quick assembly process: the quick assembly process comprises a welding process for the enhanced HDPE geomembrane and an overlapping process for the widened geotextile; a welding seam detection process: the welding seam detection process comprises a through welding seam primary pressurization and depressurization detection method; and a universal patch component: the universal patch component is formed by extruding and welding double layers of HDPE membranes. According to the present invention, by means of said design, finished product protection, quick connection and detection of the prevention and control system can be upgraded, and efficient contamination prevention and control for an emergency facility base is finally achieved; the present invention has the advantages of a high standard, high efficiency, a short construction period, high practicability, and easiness in base quality control.
