To reduce the load when causing a service requiring personal authentication to be used through a fixed network.SOLUTION: A Web server 2 includes: a proxy authentication accepting unit 22 which receives a notification of user information added for personal authentication through a mobile network 32 in response to access from a mobile terminal 8, issues an authentication key for causing the user information to be used by an operation terminal 9, registers a combination of the user information and the authentication key with an authentication DB 21 of the Web server, and returns the authentication key to the mobile terminal 8; and a service accepting unit 23 which accepts a service request from the operation terminal 9, which includes an authentication key notified from the mobile terminal 8, through a fixed network 33 and, if the notified authentication key is registered with the authentication DB 21, determines that user information corresponding to the authentication key succeeds in personal authentication.SELECTED DRAWING: Figure 3
