The wireless operator's server generates a roaming list based on the user's roaming plan and transmits the roaming list to the user's wireless device. The roaming list includes a list of public land mobile networks (PLMNs). When a user moves away from their home wireless network to another geographic area, the wireless device scans based on the roaming list for wireless signals. Roaming lists contribute to user satisfaction because a timely and efficient connection to a wireless network occurs efficiently while away from home, because a wireless operator has a roaming agreement with another wireless operator to which the wireless operator is a party, ii) the user's roaming plan , iii) the radio access technology (RAT) capabilities of the wireless device and iv) the RAT capabilities of other wireless operators in specific geographic regions.
