The present invention installs socket anchors and spaced reinforcement members on each side of a concrete column structure to secure a mortar pour space outside of the concrete column structure to pour mortar, so that the outer surface of the concrete column structure is reinforced with an external reinforcing steel plate. The space for mortar pouring can be easily secured by bolting to the socket anchor afterward, and the spaced reinforcement member that restrains both the reinforcing channel and the external reinforcing steel plate with the socket anchor to provide excellent strength and rigidity while making construction very easy. And it relates to a seismic resistance, repair, and reinforcement construction method of a concrete column structure using an external reinforcing steel plate. A preferred embodiment of the present invention comprises the steps of: (a) forming a fixing groove by cutting to a predetermined depth so that a pair is spaced apart from each other by a predetermined distance in the central portion of each side in the width direction of the concrete column structure and configured in parallel in the longitudinal direction; (b) forming anchor holes of a certain depth at regular intervals in the longitudinal direction in the central portion of the fixing groove in the width direction; (c) inserting the socket anchor into the anchor hole so that the other end protrudes a predetermined length; (d) filling the fixing groove with mortar and installing the other end of the socket anchor into the through hole of the spacing reinforcement member in the fixing groove; (e) applying mortar to the support surface on the outer surface of the concrete column structure; (f) An overlapping section is formed by overlapping a pair of external reinforcing steel plates having a C-shaped cross section so that the joint holes are matched on both sides of the concrete column structure, and the other end of the socket anchor penetrates the joint hole and the end of the socket anchor is exposed to the outside sequentially installing a pair of external reinforcing steel plates at regular intervals in the longitudinal direction of the concrete column structure; (g) fastening the bolt to the socket anchor from the outside of the overlapping section of the pair of external reinforcing steel plates;
