The application of stainless steel material has superior conductivity compared to conventional carbon materials, which increases the conductivity and uniformity against low frequency and heat, as well as excellent grip properties to improve the feeling of use and blood circulation and circulation by low-frequency electrical stimulation. Disclosed is a handbong having a muscle strengthening effect. The handbong having a blood circulation and muscle strengthening effect by low-frequency electrical stimulation according to the present invention includes a first support frame having a semi-cylindrical shape; a first electrode plate surrounding an outer circumferential surface of the first support frame; a second support frame having a semi-cylindrical shape symmetrical to the first support frame; a second electrode plate surrounding the outer circumferential surface of the second support frame; an insulating member disposed in a central portion between the first and second support frames to electrically separate the first electrode plate and the second electrode plate; and a fixing member disposed at an edge portion between the first and second support frames to fix the first and second electrode plates to the insulating member.
