The facility diagnosis system according to the present embodiment is provided with an image capturing unit, a position measurement unit, an encoding unit, an image selection unit, and an image comparison unit. The image capturing unit is provided in a railway vehicle and captures an image of a railway facility provided along the traveling path of the railway vehicle. The position measurement unit measures a vehicle position of the railway vehicle in traveling. The encoding unit associates a moving image captured by the image capturing unit with the vehicle position and encodes the moving image. The image selection unit selects, on the basis of a first vehicle position associated with a first moving image, a selection image of the railway facility to be diagnosed from the encoded moving image that is prestored in a moving image storage unit by being associated with the vehicle position. The image comparison unit calculates a motion vector between a first image included in a decoded first moving image and a second image included in a decoded second moving image and diagnoses an abnormality of the railway facility on the basis of the motion vector.
