To generate data for anti-counterfeit printed matter in which a latent image having continuous tone appears at a time of copying, regardless of resolution of a copying machine such as a color copying machine.SOLUTION: The present invention relates to a method of creating data for anti-counterfeit printed matter, software for creating data for anti-counterfeit printed matter, and a system for issuing anti-counterfeit printed matter. The data for anti-counterfeit printed matter includes: a latent image area in which a positive image of a latent image having continuous tone is formed by a first element reproduced by a copying machine; and a camouflage area in which a negative image of the latent image is formed by a second element of halftone density not reproduced by the copying machine. Although visible as a constant density on the printed matter, a latent image with continuous tone appears due to disappearance of the second element at a time of copying.SELECTED DRAWING: Figure 4
