PROBLEM TO BE SOLVED: To create a map database that can shorten reading time during retrieval processing by relatively simple processing to improve a retrieval speed.SOLUTION: A map database creation device 20 acquires a retrieval logic in retrieval processing of a map database retrieval device 30, determines an arrangement order of a plurality of records so that data corresponding to items including information determining a location of feature used as a retrieval target field during data retrieval processing, are arranged according to a prescribed rule, then creates a map data base. When writing the map database onto a storage medium, the map database creation device performs a control to cause a physical storage position on the storage medium onto which a plurality of records in the map database are stored to be a storage position corresponding to the determined arrangement order.SELECTED DRAWING: Figure 1
