Disclosed are a timing measurement data-based positioning method and apparatus for minimizing the number of scans. According to an aspect of the present invention, there is provided a positioning method of a terminal, the method comprising: estimating a temporary location of the terminal; A process of analyzing obstacle characteristics between a temporary location of the terminal and the neighboring APs based on a map stored in advance and in which neighboring APs and obstacles are expressed; calculating a distance between the temporary location of the terminal and the neighboring APs based on the map; selecting at least three neighboring APs from among the neighboring APs according to at least one of the distance and the obstacle characteristics; generating timing measurement data with the at least three neighboring APs by using the identification information on the at least three neighboring APs; and estimating the current location of the terminal by using the timing measurement data.
