In one embodiment, the frequency band of interest is set in a range between 10KHz and 50KHz; arranging at least one current sensor in a section between a first node to which a first-side power system and a noise source having a noise of a first frequency are connected, and a second node to which a second-side power system is connected; measuring an AC component current among currents flowing through the wiring using a first current sensor among the at least one current sensor; A frequency component within a first range from the first frequency among the frequency components of the AC component current is attenuated by A (A is a real number between 10 and 90) %, and among the frequency components of the AC component current, the frequency component of the first frequency is an attenuation step of attenuating a frequency component within a second range from a second frequency corresponding to N (N is a natural number of 2 or more) times B (B is a real number between 10 and 90)%; calculating arc energy by summing the energy of the frequency band of interest among the frequency components of the AC component current after the attenuation step; and if the arc energy is equal to or greater than a reference value, increasing a value of an indicator for determining that an arc has occurred between the first node and the second node.
