The present invention relates to a system for automatically selecting grid control actions for a utility grid, comprising utility grid controls (200; 322), grid sensors (212; 326) located along the utility grid, a search space memory (218; 314) configured to store a search space (300) of utility grid control states, a knowledge database (214; 328) configured to store confidence intervals for areas and times within which effects of a grid control action are observed following manipulation of the grid controls, a control assignment processor (208; 318) configured to select utility grid control states based on the confidence intervals and to provide control decisions (308) to the grid controls (200; 322) to drive the grid controls (200; 322) to the selected states and affect operation of the utility grid, and a knowledge update processor (216; 324) configured to update the confidence intervals in the knowledge database (214; 328) based on lagging effects observed by the grid sensors (212; 236) following manipulation of the grid controls (200; 322).
