To provide an eligibility determination apparatus, an eligibility determination method and an eligibility determination program that can determine eligibility of handling of data and that can output a trace, in a life-cycle of the data.SOLUTION: An eligibility determination apparatus 1 comprises: a storage unit 20 that stores a profile defining a handling condition of data corresponding to the data; an acquisition unit 11 that acquires environment information according to accessing to the data; a determination unit 12 that collates the environment information with the profile and that determines whether or not handling of the data is eligible; and an output unit 13 that outputs a log including a determination result.SELECTED DRAWING: Figure 2
