The purpose of the present invention is to provide a technology which can improve the accuracy of an achievement situation in a verification result of a plurality of constituent items. The present invention acquires verification reference information that indicates verification references for the plurality of constituent items to be design-reviewed in software development, state variables including functional elements derived from two or more constituent items, which are traceably associated with each other, among the plurality of constituent items, and verification result information, and learns the achievement situation in the verification result of the plurality of constituent items on the basis of a data set in which the state variables are associated with determination data extracted from the verification result information on the basis of the verification reference information.
