Provided are a film-forming composition for forming a film having excellent adhesion to a resin on a metal surface, and a surface-treated metal member comprising a film formed using the composition. The composition for film formation is a solution containing the silane coupling agent containing an amino group, a metal ion, and a halide ion. The metal ion is preferably a copper ion, and the copper ion concentration in the solution is preferably 0.1 to 60 mM. As for the quantity of Si with respect to the quantity of Cu in a solution, 30 or less are preferable in molar ratio. The pH of the solution is preferably 2.8 to 6.2.
